Proposed Rules Changes 

Membership 

Current Rule 6.2.4 Subscriptions must be paid in full by the 31st December each year. Members with subscriptions outstanding one month after the due date will have membership to the IGBA withdrawn.

Proposal: Date to change to 30th June each year

Reason: to reduce time for outstanding membership and ensure exhibitor status is current prior to exhibition seasons. . 

Panel Judge Application

Prior to a Review Panel convening, deliberating and making recommendations for change.

Current Rule 8.1.2 An applicant must be a current breeder and exhibitor of champion status for a period of 5 (five) years prior to an application to join the judging panel.

Proposal: An applicant must be a current breeder and exhibitor of Gloster canaries for a period of X years [TBA @ AGM]prior to an application to join the judges panel.

Reason: Realigns realistic timeframe from 12 year to be able to officially judge as a panel member. 

Affiliation – Patronage

Rule 9

Current 9.1.1 & 9.1.2  UK & Overseas patronage application to be made to the UK or Overseas Patronage Secretary.

Proposal: 9.1.1 Affiliation and Patronage application to be made to the Affiliation Secretary.

Current 9.3  The combined application and patronage fee to be annually determined by the Patronage Secretaries and presented to the committee meeting as defined in 4.2.1 for implementation year following acceptance.

Proposal: Affiliation & Patronage fees to be annually determined by the Affiliation Secretary and presented to committee meeting as defined in 4.2.1 for implementation year following acceptance. 

Current 9.4 Clubs applying for patronage must adopt the current show classification as defined by the governing body for the Gloster canary.

Proposal: Clubs applying for patronage must, at minimum, adopt the current show classification as defined by the governing body for the Gloster canary.

Current 9.5 Clubs applying for patronage must engage a current year full panel judge. 

Proposal: Clubs applying for patronage should seek to engage a current year full panel judge. Where adverse circumstances prevail, application for dispensation to engage a prior  full panel judge(s) can be made to the Affiliation Secretary. (Panel Review to redefine once implemented)

New 9.7

9.7.1   There will be 5 levels of Patronage.

• UK Gloster Patronage – IGBA Affiliation, Year-Book, Entry access to British Championship Rosettes, Trophies, Website promotion of exhibition events.
• UK Cage Bird Societies Full Patronage (> 30 Gloster Entries)– IGBA Affiliation, Year-Book, entry to UK CBS Gloster Championship, Rosettes
• UK Cage Bird Societies Patronage (<30 Gloster Entries) – IGBA Affiliation, Year-Book entry to UK CBS Gloster Championship, Limited Rosettes.

• Overseas Full Gloster Patronage – IGBA Affiliation, IGBA Year-Book, Entry access to Overseas Championship, Rosettes, Trophy, Website promotion of exhibition
• Overseas Starter Patronage – IGBA Affiliation, website promotion of events – NO access to Overseas Championship, 3 Rosettes.
